Ummm is there a way to 'excercise' this holy force the hell out of my region? I really dont want to stick any troops in the region since they I get this message every turn, so I just piled on the defense and left it the hell alone. But can I get rid of this holy force? or am I stuck with it?

You don't and you can't get rid of this. Find it out and enjoy the gem income.

Or it's because of another player has casted a global which kill undead (e.g. Purgatory). Dispel the globla or stay away from the dominion of your enemy.

The Nature path has a few sites with that property, although it's not noted in any of their descriptions (!). Might include "The Sacred Glen", and some sort of shrouded valley. Oh, and Marignon's home site, "House of Just Fires" also has this effect, but unless you've taken Marignon that early, that seems less likely.
