Ok, I know that setting up patrollers and cranking up the taxes was the cats pyjamas in d1. However, what do you use them for in d, just for catching stealthy units?

Same thing. Lowering unrest (cranking up the taxes), patrolling for stealthers and defending outside of a castle.

The AI actually assassinates in D2. It also sneaks large Groups of stealthed units around...

I mainly use patrols for bloodhunting, though.

Unless I play Ermor, then I use them in conjunction with pillaging to kill people as fast as possible=)

Yeah, but patrolling down overtaxing would kill of the population pretty fast wouldnt it? thus lowering your income for even mid range games. Does it really pay off?

I think the changes rather nicely moved it from an "everyone does this" to a tactic that you have to weigh the pros and cons of. I like that in a game. You will get alot of money for awhile. So you just have to figure out at what part of the game is it best to get that boost.

Combine with cranking up the tax rate to 200, to squeeze them as much as possible, and then when population starts to hit the 40s, I switch a commander at the end to patrol. That tends to zero out the population very nicely.

Also, did you know you can double your empire's income in any province that has gold sites as Ermor by cranking those taxes? The undead always pay their bills in full.

That way, the province is worthless to anyone else, but YOU can still make ghouls in it with 1-unholy indy priests.
