Experimenting with Pythium, and captured an underwater Indy province using water mages. But I cant buy province defense; hitting "d" etc. just doesnt work. Is this correct?

Nope, just a quirk involving underwater provinces. Your regular defense troops can't breathe water, so you can't post them there.

Should have thought of that. So if I want to defend that area I must recruit the "local" kind (and the kind that takes upkeep), right?

I havent tested it but isnt this unfair? Water nations can build defense on land cant they?

1) indeed, how could my normal humans be recruited to breathe underwater and,

2) as long as it is taken into account in balancing the water races, it should be no problem.

Another possibility would be to disallow the water races to build defense on land if it was deemed too difficult to balance.

I already suspect that water races are the strongest in the game and "overpowered" but I haven't played long enough to prove it http://forum.shrapnelgames.com/images/icons/icon12.gif

The amount of planning, time, and resources it takes to be able to mount a solid attack on the sea zones for most races makes sea races very strong since they don't have to worry about this.

The underwater provinces are not as wealthy as they were before.
