One thing that can happen is that an independent commander can receive a Soul Contract as a random item. That's only likely to happen with a high indepedent strength, but it's been seen.

Scout reports can be off by 50% downwards and 100% upwards.

Not to argue, just curious, but if indy strength really doesn't change (except via soul contracts) then where do the indies come from that occasionally will attack my borders (it's not an event that shows up in Messages)? If they came from the province(s) just across from me, then those provinces should show reduced strengths afterwards, shouldn't they?
Reason I ask is that the numbers I have seen do not jive with the -50%/+100% figure you just gave. http://forum.shrapnelgames.com/images/icons/confused.gif

I expect what you are talking about is that you have just captured an enemy province, then his event, which is generated before you take posession of the province, will affect you.

Sometimes Indies attacks driven by other Pretenders spells.
