Beside affecting taxes, do the heat scales affect combat at all? I just see that lizards get more fatigue when in cold lands, but what about say Machaka units in cold lands or Jotun units in hot ones? When fighting Jotuns, I dont see that they are particularly susceptible to fire, but maybe I am wrong?

All troops gain fatigue faster when they are outside their "prefered" heat/cold scale. It's just REALLY noticible for cold-blooded units in cold-scale provinces because it's much more severe.

Local temperature also affects the strength of heat/cold auras, and of fun stuff like Heat from Hell.
(As Abysia, try romping around with the Unquenched Sword (it casts Heat from Hell) in Heat+3 lands. Enemies risk spontaneous combustion every turn.)
