Start Up Problem - Can't Get Past Nation Screen

After creating a God, I attempt to create a new game. I select various nations (selecting AI difficulty), but only receive a "cancel" choice at the bottom. I cannot move from this screen. What am I doing wrong?

You can only select a nation to be human-played if a god-files exists for it. Make sure that you creat a god first for the nation you intend to play, then start a new game.
