I think it would be nicer if these events and events like them actually had something to do with the province they apparently are supposed to affect.
Basically, the event yields you 100 net pounds of gold less (or inversely: more). But since this event (snowfalls, etc.) takes place in one province, rather than your entire nation globally, it would feel much better if we had something like
- tax losses were YYY pounds of gold, where YYY is a variable (based off, say, 80% of that province's taxes)
Well just an idea, not terribly important, but it would feel a lot better (to me).

I would like it even better if I did not lose 40 gold from trade losses due to a blizzard - in a province that has 0 population and no income to start with. http://forum.shrapnelgames.com/images/smilies/rolleyes.gif
On the other hand, I tend to laugh when 20% of the population of such a province ups and leaves because it is getting restless. http://forum.shrapnelgames.com/images/icons/icon10.gif

A blizzard in one province could easily cut off a major trade route into another province, decreasing revenue in both. I'm not sure exactly what the message is, but it's not difficult to believe that something that happens in one province can affect others.

I think the original poster's basic point is valid, though. No attempt is made to relate most events to the province they occur in.
I'd also like to see events parameterized by something (possibly the turn number they occur in) to keep their relative impact on the game more stable. I refer to the fact that losing your lab on turn 1 can put you out of the game, while losing it on turn 50 is almost a non-event.
