Blood Vengeance

Just screwing around with a commander I had empowered by wishing to level 10 in all magics. I researched everything. I gave the commander 30 Blood Slaves and the following orders:
Blood Vengeance, Blood Vengeance, Blood Vengeance, Blood Vengeance, Blood Vengeance, Cast Spells.

I sent him into battle and this is what he did:
Fire Shield, Astral Shield, Quickness, Summon Dead, Summon Dead, (Battle Over).

What gives? Why didn't my commander cast Blood Vengeance? If he had cast Blood Vengeance, what level (+2?) would it have been?

Blood vengeage uses a slave, so it wont cast it unless it thinks the opposition is potent. Were you attacking 3 militiamen and a limp commander?

It will be blood vengeage +0, so not immensely useful but nice anyway.
