there are lots of units that need many resources to make, but the sloth defaults to -1. is there anyway i can remove this sloth drawback? (maybe through mod?)

That's part of the balance of the Golden Age Theme. It's more than likely intended to curb the good units so that you are not a heavy production nation. So even if you'd like to; you cannot build massive armies of Myrms and Chariots outside of having alot of production centers.

Also it's thematically fitting.

You can however use your skeptic units to remove your own dominion from certain provinces, which would let you avoid negative effects of your own dominion in some spots.

ok, so there is no way to remove the sloth -1? workarounds not needed

Head for "Riches from Beneath", while perhaps bulking up on summoned units.
