I have downloaded the tga and .map files to the approrpiate "maps" folder, but I can't access them in the create game window. What am I doing wrong? Help!

Full Version, it should pick up the maps if you put them in the maps director under the main dominions directory.

That's what has me frustrated - it is the full Version (I never even downloaded the demo)!

You downloaded them to C:\Program Files\dominions2\maps? Not to a directory for each one named the same as the zip file (which some unzipper programs tend to do)
Is this many maps? Some maps wont show as available if there is different races than it was made for.

I know I am in the correct map folder, because when I move out the Aran map file from this folder, I can no longer select Aran from the map list. The maps are the Cradle and Paraganos, which I believe have no nation restrictions. Anyway, I tried a couple different nation combos, making sure not to pick a water race.

Hey Master Shake-
Is it possible you are just not realizing the file is there? For Cradle, if you have the old (uncorrected) map file, the name isn't Cradle - it's "A map with 221 provinces." This is due to a bug in the map editor or something. Jason Lutes fixed the names in the "fixed map file" provided for download below the zip link on Illwinter.com, but if you did not do that, then "A map with 221 provinces" will show up below Kingdom of Karan. And you might think it is associated with Karan, but it is most assuredly not so.
