Bug w/ "Remnants of the Dead Prophet's Power"?

Yes, I've noticed you can't appoint an new prophet from a commander in a sieged castle.

This turn I get the message, "The remnants of the dead prophet's power have left this world. You can now appoint a new Prophet among your followers."

Unfortunately, I don't have the option to make any of my units the Prophet.

Side notes/conditions: my Pretender was just called back from the dead the same turn. However, as you can declare a prophet while the pretender is dead, this shouldn't cause it.

Also, my capitol (next to Last province remaining) is under siege, and the fortress walls broken. Still - this shouldn't keep me from making a prophet, I don't think.

Seems like a bug, but I've been mistaken before.
