I've been messing around lately in SP with high magic site frequency, and I came across a province with two libraries. And I see that when recruiting troops in this province, the Sage is listed twice. There's only one kind of Sage, right? Or are there some libraries that only provide, say, elementally skilled mages, and others thwat provide sorcerors, or something like that?

If you play black forrest ulm any province where you build a fortress and a temple that has the ability to recruit a priest with only temple shows two identical priests in the recruitment menu. 1 because black forrest fortress's let you recruit a generic priest and 1 for the temple.

i'd say thats an example of the computer letting you recruit 2 identical units, so going off that i would say the two sages are identical. This is all conjecture.

They are identical.
You can also find, for example, two "Thunder Oak" sites in one province, and you will get double gem income; but the sites are identical. Finding two libraries is the same thing.
