2 bizarre castings...?

I just saw a water unit of mine cast "school of sharks" underwater. I was surprised, since no sharks appeared. I rewatched the replay and saw that the mage *had no water gems*. He couldnt have cast it. But he did, just nothing happened.

Weird, no?
