It's referred to LUCK as scale ... or that the random crossbreeds are sorted "randomly" so you need to be lucky ...

Yes, it is. With 3 luck there is usually at least one of the better monsters in each batch of regular freaks.

Is that luck scale in the province you cast it in? I seem to remember that only the luck scale in your home province matters for random events, so just curious.
