iron faith ulm needs drain 1 . in the unitattributes.xls though there stands magic 1 .
since iron faith ulm is not immune to drain i think magic 1+ for this theme would be more logic than drain 1+ http://forum.shrapnelgames.com/images/smilies/happy.gif

so was this in a former patch magic 1+ or perhaps accidently forgotten to change ?

i think with magic 1+ iron faith ulm would be competetive to standard ulm but the drain 1 seems like a slight mistake .

should i report this to bug or did i just miss a point ?

Deliberate. Ulm has gone more towards -faith- rather than magic; the priestly caste has become ascendant.

Note that it's not all bad; unlike regular Ulm, you actually have national commanders with random magic. Your research will suffer a bit (perhaps; with the magical versatility, you may have better access to research boosters)... but you do have to give up SOMETHING for stronger priests and actually having sacred units (!).
