dragon pretenders : magic in dragon form ?

aren't magic skills halved when in dragon form ?

a wished + gored red dragon has in changed shape human form fire 2 as he should have .
but in dragon form he has fire 0 ?
i always thought he has fire 1 then ?

They are at -2 to all paths in dragon form. Halved is what happens with the mute affliciton.
