I've done some searching, and between that and the description, I gather that troops in the province stand some chance of getting cursed, and it sounds like maybe some bad event happens in the province. From this point here are some specific newbie-esque questions:
1) Anyone know how the curse works? Any chance that it works like the curse spell, and that MR negates?
2) Does this spell have a one turn only effect?
3) If it is the case that there is a bad event - is it guaranteed that a bad event will happen, or some percentage chance? Is the bad event randomly chosen from the total list of bad events?
4) Is anyone out there finding this spell useful in MP play?

I was under the impression that it modifies the luck scale and all of the bad luck resulting from the spell are actually from the scale changes. Since luck is relative to the scale of luck from the capitol, this spell was most effective if a high luck in the capitol was negated.

That seems to be the case. When I've used it, some but not all units in the province are cursed, so I assumed it was an MR save.
2) Does this spell have a one turn only effect?
Cursed units are permanently cursed, and if it lowers the luck of the province, I believe that effect remains until it rebalances itself, but I don't think any new effects happen (ie: further cursings) after the first turn.
3) If it is the case that there is a bad event - is it guaranteed that a bad event will happen, or some percentage chance? Is the bad event randomly chosen from the total list of bad events?
I don't know - I've only used it on enemies - I've never been targeted by it. You could probably test this in a private game by casting it on yourself.
4) Is anyone out there finding this spell useful in MP play?
You'll need an MP played (not me) to better answer this one. It might have some specific good uses, but I'm guessing there's better uses of your 8S in general, though.

MR has no effect on the curse spell.

There is a small chance for every unit in the province that it will be cursed. Much like the bog-staked-witch event. Unrest in the province increases and the luck scales temporarily changes. This might have further effects next turn.

MP : notice also that, at least the Last time we got an info on this, it was the case, that its the luck scale of your capitol that determines if you get events (bad or good), and in which quantity. Luck scales in the other provinces are then just used to filter events based on the scale. So its a bit cheesy, but you can send the spell on your enemy's capitol for an overall unluck effect.
I would prefer that the system be different I suppose, but hey, every game is bound to have some loopholes.
Now if Kristoffer have changed the system then I apologize for giving false informations.
