Does Rain, as caused by the Rain spell count as a storm, as required by the Summon Storm Power spell?

No, but a Storm counts as Rain, as in a Rain spell for fatigue purposes.

Does the Staff of Storms ground flyers (such as Caelum national troops)?

The description for rain says it makes flying harder, does this actually translate to anything in-game?

i think it translates to increased fatigue costs for flying movement

Staff of Storms grounds everything except:
Queens, Storm Demons, Storm Guard (Caelum Troop type), Air Elementals (all varieties), Sylphs, Spring Hawks

To Arryn: Yes, it grounds flyers and most (but not all) Caelum's flying troops. Some exceptions exist, such as AQs, Storm Elementals, Springhawks, etc.

Thanks, Zen & Storm. Out of curiosity, does the SoS also ground underwater flyers? (Logically, it shouldn't, but ...)

No, Storms do not work underwater.
