If there is a sneaking commander in my province and I assign an assassin in that province to attempt an assassination, will he, in fact, find the commander and assassinate him?

As near as I can tell, no - sneaking commanders seem to be immune to everything including assassination, earth attack, ghost riders, seeking arrow and wind ride. This is true even when they weren't sneaking the turn before - they return to stealth mode before spells take effect.
