I tried wordpad but just got jibberish...

TGA (targa) is a picture file. Its not a format which is automatically recognized by something like Windows but it isnt all that uncommon. Most downloadable picture-file viewers recognize it and can convert it.

I use IrFanView which is a free download.

If you want to edit it also then IrFanView is willing to change it to something like a bmp so you can use a paint program, then change it back

Just wanted to point out that I downloaded irfanview and ended up with a virus on my computer...

It was quite some time ago, I don't remmeber exactly from where...
I just used Google and downloaded the first thing that actually WAS IrfanView.
