I was under the impression that cold and heat have no effect underwater, that e.g. a cold-3 or a heat-3 province will not affect a province's income for a nation which prefers heat/cold-0 (such as Atlantis or Ryleh).
Is this the case?
I ask because I just noticed that my starspawns get tired very quickly, and indeed, when I click their stats, I see under "Encumbrance", "Basic Encumbrance 2, Severe Cold +2". Is this an anamoly, or normal?

It used to be so in Dom:PPP, but I seem to recall it was changed for DomII.

This sounds normal to me, after all, water has its temeprature as well and it IS dependant on the temperature outside of the water.
So even deep down, you can feel the cold/heat.

That's just logic though and I don't know if it should ACTUALLY be like this...

It doesn't effect the national economy, as a setup with 3 heat/cold has the same gold income as one with a 'balanced' warmth. I checked this out with one of the map scenarios with fixed starting positions.

Does it not affect underwater provinces but does effect land provinces or does it not affect income in any province for atlantis and r'lyeh?

Cold and heat do not affect the gold income of underwater provinces. All the other effects of cold and heat still apply.
