I think the game looks great and should be a blast to play so I am thinking about ordering it. I only have one question is the game easy to mod for? Like the ability to make my own campaigns, add a new ship, change the texture of the water ect...?

Thanks for the complements, they are good to hear and make me wish I had a better answer for your question. Currently, and for Salvo as it now exists (or will soon) there is no moddability. That is defiantly on the list for future iterations. Right now I want to get the core functions and playability right and make a game that I can be proud of. After that there will be some hard choices on where Salvo is going, but moddability, PBEM and Multi-player options will be an easy ‘Yes.’

For my part I don't need "real moddability" in such a game - that is possibility to change the sprites, base game data, etc... let's say as in SE4 or Total War - but being able to create maps, scenarios, and add new ships would very welcome features. These are even requirements to see the game "live" , with a real active community.
From Andrew's reply I understand it won't be possible initially but maybe later in a patch - this sounds cool http://forum.shrapnelgames.com/images/smilies/happy.gif

Andrew, what format will the graphics be in ? something easy to edit?
