Russia, 2002. Paratroopers are there (Those marked with "(A)").
Soviet, 1982. Paratroopers are NOT there.

Interesting. I just checked June 1982 and they are all where they should be. Both the [A] and [H] paras in the Infantry section. Check to make sure you have your preferences set to allow airstrikes

As a matter of fact if you choose assault you will always have airdrop available!

Woops, this must have been my fault. I set it to assault, and there they were.

Nope - you get the combo paras (with integral planes or added helos) as a choice when you have air strikes available so if your air strikes started at 0, or are now 0 because you bought other air, they then go away.
