Planes or artillery equipped with tens of thousands of entertaining counter-insurgency propaganda pamphlets to win over the hearts and minds of the enemy. They explode like cluster bombs causing no damage but decreasing morale against their commander.

Have you tested them? From previous experiences weapons with no HEK and no WH size tend to do some casualty nevertheless, and apart from the odd unbound pack of leaflet hitting a guy on the head http://forum.shrapnelgames.com/images/smilies/firedevil.gif , I don't see those propaganda readings driving soldiers off (or fainting out of sheer political shock http://forum.shrapnelgames.com/images/smilies/biggrin.gif) in the field, under fire...

In short words, can that make an actual tactical weapon? It doesnt look like the kind of thing the guys will have time to pay attention to.
Maybe reduce morale a lot while buiding your scenario, to stand for the effect of previous psyops offensive?
