Strike Element Error - Unable to use aircraft

I have been adding a few ground units to the Russian Orbat 11 - and I went to use the strike elements in the Battle Creator and it advised me that there were no formations available during this period - please contact OOB Creator.

I re-checked some of the units - and they go to 120
As well as the formation "Strike Element" goes to 120

I am stumped - please help
