Nope. It uses the full delay process.

So thats why the AI's arty often fall on places I have been, long after I moved.

Whe fighting against the AI, move about every 3 turns or watch out.

Yes - and it someetimes explaind the "prescient" fall of shot on a particular spot. Human players often move through an area in a "column" - or in waves. If the AI plots on the first wave of such a column going over say a hill, the player is sometimes surprised a few turns later when a subsequent wave of the column is hit "instantly" - it was not an AI arty speed advantage, it just happened to plot on the first wave going over the hill 3-4 turns back and the fire fell just as your subsequent troops had thier turn at going through that area.
