Unable to cancel artillery fire mission
Saved game attached.
Unit being used for spotting is CD0.
No artillery fire missions can be canceled.
1) My turn started
2) I choose some fire missions that had finished and restarted them. CU0-CU6
3) I can't cancel any fire missions at all. With any Observer or anything.

I had that problem in a PBEM, but couldn't replicate it.

There is a bug in the arty code when you have too many troops (I am not clear if this is too many arty, or too many troops in total for both sides) which is setting an index out of the range expected. it is only seeming to apply to the cancel button. Will fix that one.

The scenario that this problem showed in (Scenario 28 Schwarzer Herzog-Keoninutter) has a truly impressive amount of artillery on the Russian side which is where the problem is showing. This scenario also has a full 500 unit deployment for the Russians with Artillery occuring in non-sequential groups late in the unit list.

bug found (was due to an index overruning due to the large nuber of troops).
