Attached is a file showing a battle that occurred between my Pretender and Arco. The HP of my Pretender was actually higher during the battle even though the local dominion was higher after the battle! Can someone explain this?

The hitpoints bonus of battle comes from the last turn's bonus. That is, if your pretender moved to the province where the battle took place from a province which had high dominion the turn before, he would have had the hitpoint bonus from the dominion of that province. His dominion bonus of this turn is used in the next turn's battle, even if he teleports to a province with negative dominion.
My explanation is somewhat confusing, but I hope it helps.

It appears that only hit points use the dominion of the previous turn, whereas all other stats are based on the dominion at the start of the current turn. Is that correct? Is that intentional?

I don't think you actually lose the hit points when you move to a lower dominion, it's just that you'll only heal up to the current level.
Max hp changes to match the current dominion.
