From what I can tell from the modding doc, there isn't much available in the way of modding magic items - e.g. if I wanted to create some artifact called the "Ocarina of Time" http://forum.shrapnelgames.com/images/smilies/wink.gif I would need to take an existing item which behaves somewhat like the OoT would, and all I could change would be its name and level/gem requirements - no adding spells or other such abilities to it? http://forum.shrapnelgames.com/images/smilies/frown.gif
Or am I missing something here - maybe I have an old version of the modding doc? I got it here http://www.dominions-2.org/files.htm and it's dated this past January... http://forum.shrapnelgames.com/images/smilies/tongue.gif

No, all you can do is modify artifact's construction level and path/gem costs (if it is armour or a weapon you can modify stats).
