Reading how the luck scale works, having luck 1 is enough to guarentee some heros showing up. As Ulm, its a nice free unit, but not that critical.
As Caelum, its a quick jump start into the death arena (Death 3 holy 3 hero).
Having just one mage opens up site searching, which opens up summons, allowing you to ignore death on your pretender if you think you need it. Depending on the pretender, that can more then make up for the 1 point in luck. And doing some searching before asking this question, some of the races have mini scs.
I would def take luck 1 on Caelum anytime I played it. And in a recent effort to try new things in this game, I wondered if anyone had any input for the other races.

Nothing is ever really guaranteed... I'm playing a luck 3 Pythium in the Wyrm game. It is now turn 49 and I have had all of 1 old gladiator show up. Whooppee.
Otherwise, Turin's "worthy heroes" mod has been incorporated into the omnibus cb mod - it improves a great many of the national heroes.

Well almost every race has a hero that you really want to have with my mod. Exceptions are Ulm, Pythium and Machaka.
Pythium and machaka at least get a nice mage hero, but nothing that opens new pathes or otherwise stands out. Base Ulm easily has the worst heroes with three semi useful thugs.
The races for whom it is most worthwile to get the heroes are BF Ulm, Mictlan, Tienīchi, pangeaea and Ryleh.

Even unmodded, R'lyeh has some spectacular heroes. Each has at least one magic level of at least four, and the aboleth is especially jaw-dropping.

Jotun... gets one of the best heroes... if not the best. Angerboda(sp?)... a mini-pretender !
I love playing Jotun... but recently stopped playing them because I find the game more challenging with them as an enemy via singleplayer or multiplayer.

Both Jotunheim and Mictlan have easy access Crossbreeding, which benefits from luck. Jotunheim has some of the best heroes in the game, while Mictlan's are merely decent. Nothing spectacular, but they give access to additional paths, including the blood/air combo.
T'ien Ch'i's immortals are well worth the luck scale, as are Ermor's heroes, though the latter are kind of hit-and-miss. Which is not to say that Mortius or whatsisface are misses, simply that Etimmu is unquestionably a hit, and can give you a tremendous edge in the early game.
R'lyeh require a luck scale. If you don't get Cthugul, you'll need either the Gift of Health, the Chalice, or a bunch of water breathing faerie queens or priestesses just to support your perenially feebleminded void summoners, and you still won't summon particularly effectively. Besides, the other two heroes are pretty sweet, as well, particularly the aboleth.
Man is the only nation with inexhaustible heroes, but they're really nothing to write home about. Beats only getting Ulm's heroes, though.

Does anyone simply ignore the heros? I see a lot of threads that talk about misfortune as an easy way to get points.

You don't need luck scale to get the heros. Order-3, Missfortune-1 is a common combo. You still have a decent chance for heros, random events are reduced by 10% and chance for bad events is 10% higher. In practice, the overall reduction in events is much more noticable than the boost i bad events.

Right you don't need luck. You can still get it with -1 or even -2 misfortune. But, since there are multiple heros, and the gain past luck 1 seems to be small (i think it was less than 20% from luck 3 to 1), it seems like the best choice to try and get the one you wanted.

Then again, the CB mod has increased the benefit of luck, as each level of luck increases the likelihood that any given random event is a rare/special one. Similarly it increases the likelihood that an event is good rather than bad, leading me to often take Turmoil-3, Luck-3.
I'm not sure it's competitive doing so, especially on a large map (where the income loss for turmoil in 100+ provinces outweighs the benefits of a maximum 3 lucky events a turn), but on a small map it's a nearer trade : getting 1500 gold and a magic item, or even 500 gold, in the first dozen turns can really help a player to surge in the opening game.

I had never tried that setup, but recently have, and I have to say when your right your right. All the extra gem and gold adds up...big time.
Have you noticed that turmoil 3 luck 2 can lead to really really bad results? The effects of luck 3 greatly reduces the impact of big negtaive events.

the first 10 or so games i played (mostly single player), i played with turmoil 3 and luck 3. it didn't seem all that bad, except that i didn't have a consistent gold flow. it was mroe spurty.

I've never tried it with base game, but so far 3 games with Turm 3 luck 3 in CB, I have had good results.

I awlays found Luck very fun, although not always effective. The random events can sometimes be a killer. The best one was when I played Mictlan, hadn't gotten to summon another Archdevil due to series of rather unfortunate events, and then finally died, losing both my remaining provinces.
That turn, I got two Great Treasures, +3000 gp, ROBE OF THE MAGI and Lycanthropos' amulet! http://forum.shrapnelgames.com/images/smilies/eek.gif
I was one booster away from summoning the Archdevil. I had equipment for him. Lycanthropos' would have keeped him fighting, if I had had just little more time...

Don't forget that certain events require certain scales in order to take place.
