Russian mountain troops

Russian mountain infantry have unit type "ski infantry", but russian mountain pioneers, snipers and scouts - corresponding mountain types. Mountain troops are not the same as ski, correct ? So why the difference ?

I'll investigate that one - it may be a whoopsie, as there already are ski platoons & coys (with the same experience and morale numbers).
