I have been playing this game for a while now, and I never thought about it. a height of 5, 10, 20. what those this mean in real life?

Nothing really, they were the same numbers in the old SSI system with only 3 levels of hill. One hill level is 10 units, and a slope is 5. Both are > i vehicle height.

a vehicle height? so a level 1 hill is a few meters high?

As I said - a level 1 hill is 10 units, and a slope would be 5 Units. Both are higher than a vehicle.
Whatever a "unit" happens to be, it is not defined, other than a level 2 hill is higher than a level 1 hill.
In original SP - the 3 levels of hill could be thought of a low, medium and high. Exact elevations in feet were irrelevant.
We provide 15 levels, so a map can be more varied, but still just 15 levels between "lowest hill" and "highest hill". Whatever these elevations actually relate to in terms of metres/feet is up to the map designer in making any custom maps.

No... he wrote " > 1 vehicle height " ( greater than 1 vehicle height) .
I've always thought of them as approx 10 metres per level

I'm using them as 20 meters per level, just because we have sometimes very varied landscape here and I want to be consistent with all my maps, but thne in case I'd start with the Slovakian training area Malacky-Kuchyna i'd most likely have to use smaller scale as the area is exceptionally flat and featureless - ie ideal gunnery range ;o)
