Problem with Norway OOB/ AI buys

I have been playing a long Campiagn as the Germans starting in '39. Started a scenario in Norway Apr'40. Had air points set to 0 for AI. Turn 6 AI bombed me with about 16 biplanes. Got mad. Started over, different map, made sure AI was set to 0 air points. Turn 6, same as above. Repeat above twice!
Tried experiment, battle, Norway, Apr'40, 0 air points for the AI. Saved game, checked the AI's buy and it didn't buy any air this time.
Could this be a Campaign only problem? Is Norway buying so much air bc it doesn't have any armour to buy? Didn't have this problem with Poland.

Why "set air points to 0" when the campaigns ignore your points (and air) settings for P2?.

It may be a campaign thing - will test it out.

Campaign air override was using -1 as no air, ad forcing that 16 bit number into an unsigned byte, so -1 for none became 255.. fixed.
