Is there a save game editor?
I've played sp and spwaw off and on for years.
I occasionally like to edit save games.
Failing that, is there a file spec for save games?
I could reverse engineer it, but a spec'd save some time.

No - and no plans to do so either.

The whole idea of a save game editor to me just seems like an excuse for cheating.

It is and was - in the original SP1 I recall there was one, which could be used exactly for that - cheating. The original saved games (even PBEM) were "clear" apart from the passwords block.
We now have encrypted files for secure PBEM, and any info on how to edit these would involve info on how to break the encryption scheme, so removing any security we had in PBEM.
(And I cannot see any valid reason to be tweaking saved unencrypted games either)
Cheers
