How is she able to grant the ability to breathe water to her followers?

It's rather simple.

She takes one follower, and submerge him into the water by force. Then She waits. Her subject will either drown, or he will learn the difficult art of waterbreathing. If he drowns, than he was unlucky and not worthy to worship Lady of Fortune. In this case she takes the next one, for Her followers are many...

It appears that if she spends a turn with the troops under her command she can then venture into sea provinces with them.
