Is this a bug?

An assassin in independent province is summoned to arena. But instead of going to arena in the next turn he is attacked and killed by indies.

This is because "compete in arena" is not a stealth command so any sneaker using it will be found automatically.

So basically he "unstealths" to go and gets attacked?
(stealth check happens first)

I do think it's screwy that he'd unstealth - commanders are getting teleported to an arena from all over the world, aquatic commanders can walk on ground and breath air, and yet a stealthy commander has to come out in the open and wave to enemy armies?
