magic weapon effect question

The manual's descriptions of magic weapons says that some trigger "on hit" and others "on target". What's the difference?

I believe, although I could be wrong, that the "on hit" category actually has to hit to take effect, while the "on target" doesn't necessarily have to hit. The harvest blade, for example, always chops legs and never misses.
