3 questions
1) Exactly what does the spell do?
2) Why is it not listed in the manual? Check the spell index, its not there...
3) As its named after the development team, I presume its extra powerful?

1) Worldwide unrest, temperature scales changed towards cold 3.
2) Global spells don't have national spell section. It's a mistake. It was one of the first ones reported in the manual typo thread.
3) The development team is named after it. they used to be Bogus Game Design, after the troll, but since Bogus means "false, counterfeit, nonexistent or fraudulent", it was changed. It's not extraordinarily powerful, but it hurts most nations much worse than the nation that can cast it.

I've only cast it once, but yes -- it did cause such attacks for my Niefelheim game.

Okay, either this is new for Dom3, or I didn't test the spell enough in DomII.
EDIT: Okay, and I haven't cast Illwinter in Dom3 yet.
