See the game guide, Main Map Window link, "Unit Communications Status" paragraph, then press the Unit Info Screen link and read the "CHQ Link" box.
Basically - if you are in comms with the platoon HQ, your HQ will rally subordinates when they press the R for rally key.
if the Coy and/or Battle group HQ elements are withing 200m or so, then these can also contribute to rally.

So I need to press the "R" in the unit to be rallied and If is in contact, the HQ will rally it??

It will "attempt" to rally it.

Excuse my stupidity, but the english don't help http://forum.shrapnelgames.com/images/smilies/tongue.gif so I don't need to press "R" in the HQ unit, only in the unit to be rallied??

The rally key rallies the currently selected unit, but if the HQ (or higher level HQS) are in contact then these may provide the rally.
NB - that can leave the higher level HQ unrallied itself if it has suppression of its own, so it is best to check these elements first, before rallying subordinates.
