I have been playing water nations under the assumption that hot/cold scales have the same impact on them as land based nations.

Recently, I read in a thread that hot/cold scales do not have an effect on water nations in the water provinces. I tried testing this after I read it and checking the stats on the water nation units in the water seemed to yield the standard hot/cold penalty.

With a search of the forum I cannot find that thread, and I cannot find the information in the manual.

So my question is, am I right in thinking that hot/cold scales do have an adverse effect on water nations like my test showed, or is there something that I did not take into consideration in the test that I should know about concerning the scales such as income or resource impact. it has more to do with water provinces than water nations. The water provinces don't get the income penalty from the temperature scale - they do get other penalties tho (like encumberance penalty).
