Why do some unit get a 0 Rally value sometimes?

Do you mean when "Rally attempt fails"??? If no then you'll need to give me a more detailed example

Game Guide -> Unit Info Screen -> Rally item in the statistics (second) box.

I was playing a campain, and there was a "special mission", is it possible that an unit that had 0 in rally last turn of the previous mission will keep it? I think that's what happened.

The rally value for the leader will be restored at the beginning of your next full turn.
