Local lord uses slave labor event

Does anyone know the specifics of what this does. Does it permanently increase the resource production in the province by a certain percent, or fixed number, or is it variable?

I unfortunately am speaking without substantiation, but I recall being very disappointed by this event a few times. My belief is that it is a percentage increase.
