Sorry if this has been posted before.

Can i raise a 2F caster with gems enough to cast Flaming Arrows? Or will i need to empower him?

Phoenix Power+Flaming Arrows with a 2F caster?

yes, 2 gems, PP should get you flaming arrows methinks
