I just noticed that the forgebonus from Dwarven Hammers does not work when forging Soul Contracts, is this a bug or WAD?

Working as designed. It was actually changed to be this way...

The idea being that when negotiating with the infernal forces, the conversation doesn't go like this:
Mage: Oh mighty infernal forces, I wish to make an unholy deal with you. I offer you the blood of virgins, in return for the services of an unending supply of devils.
Infernal force: Very well, oh puny mortal. The deal will be done. I require the sacrificial spilling of the blood of 66 virgins.
Mage: But I have a hammer!
Infernal force: Oh, alright, you can have a discount then.

Actually I think it's a balance issue rather than a thematic one. Lifelong protection, for instance, gets the forge bonus fine. The problem is that once you start stacking forge bonuses those soul contracts can get relatively cheap. If you get the Forge of the Ancients, and/or a construction bonus site, and/or innate forge bonus then its not too hard to crank out 2-3 or more of these per turn which really adds up fast. Having an auto-summoned 50 demons per turn by mid game is pretty overwhelming considering this is in addition to whatever else you can bring to bear.
That said, soul contracts are one of those things that got hit so hard with the nerf stick that they're completely unviable for competitive play. Fun when you're goofing around though.

I had a soul contract on turn three in an event in a blitz.
That was not what I wanted to say. I think it is more thematical then balance. Given that hammers DO NOT work with lifelong protection eiter.

I hired a mercenary who came with a soul contract and acquired 27 devils before a horror took out the mercenary.
