Does this global work? I have cast sea of ice and Oceania and Atlantis are still attacking my coastal provinces. No, they don't have an adjacent land province.

I heard it's broken, but no one has supplied a save game file to Edi for verification.

That global worked fine in Scorned Land. It enabled Ry'leh to thumb his nose at the entire world forEVER.

Of course most of that game played out before 3.10. It's still going on as far as I know.

It works fine against anyone but the AI. The AI ignores all strategic map move restrictions. It moves around 0/2 fountains all the time.
