One of my commanders just got the Quickness heroic ability.
Is this the same as the spell?
Does he now have 2 attacks per turn?

Click on his action points.
It'll say something like:
Base Action Points: 13
Heroic Ability: +7
He gets an extra attack every 7/13 turns, which is to say a bonus attack every other turn, as near as I can tell.
This is the same *type of bonus* that the quickness spell gives you, but it stacks, so with quickness cast on him he'd have 13 + 7 + 13 = 33 action points, and get 5 attacks / 2 turns.

No it does not. I have a hero with +211% AP and he still only attacks once per turn. No additional attacks at all.

Are you absolutely positive? It's been a while since I checked but I could've sworn that heroic quickness gave you multiple attacks!
In Dom2 it gave you multiple spells/turn, I know for sure that it doesn't do that any more.

I can confirm the heroic hability quickness DOES NOT give you any additional attacks.(not that sure after all...)

So really, heroic quickness is not quickness at all but more like the haste spell, ie...just giving you extra movement points on the battlefield.
Is this correct?
So only the quickness spell and quickness bless give you additional attacks?

BEN is an enchantment and gives +3/+3/+100%. Spell and items give BEN_quick. You can only have one BEN_quick on you.
FX's are other quickening abilities. Heroics, blessings etc. It is a varying value that adds. It does not give att/def. The heroic starts at perhaps +25% and might get higher if you stay on the HoF. Blessing gives FX_quick 50%.
So with heroic +77%, water blessing +50%, boots of quickness, you would get +227% move and actions and +3/+3 att/def. You could not increase this with a spell, since you already are enchanted by your boots.

Well, that is at least out-dated, as the Blessing and the Spell do not stack.
It's possible that the heroic ability works the same way - that it simply does not stack with quickness - and this could be general, FX_quick and BEN_quick not stacking, you just use the higher value?
I have no heroic quickness in any of my current SP games and do not have time to do a thorough check right now.

Heroic quickness just gives you more AP, no ATK or DEF bonus, no additional attack. And no, it has nothing to do with spell quickness nor blessing, a simple, non-spell-quickened, non-blessed hero still just gets one lousy attack each round, period.

Heroic quickness definately gives multiple attacks per round- more than two, if its high enough. I don't have a savegame right now, but I am ninety-five percent sure that a vanadrott with heroic quickness 200 odd percent and a shadowbrand swung thrice per turn.

OK I take back my words. I did get conflicting results. In one game, my fallen angel with 211% speed bonus only got one attack per turn (it has a frost band and 3-4 attacks per round is too obvious to miss). While the other test game with a priest (110% speed bonus) did get 3 attacks in the first round before it was killed. So I am puzzled here. Anyway, no ATK or DEF bonus, no games show that.
