I was playing a SP game as Jomon and when I moved my ninja into an enemy province, he's just standing there in the province with the (unchangeable)command "See the Signs". I've noticed he's 19% insane though, so that would explain why he's doing it, but there are a few questions bugging me.
1: What exactly is the "See the Signs" command supposed to do and who would normally be able to carry it out under which circumstances?
2: Is insanity completely random? Although Rl'yeh is right next door, I'm sure my ninja didn't leave my own dominion. Does Rl'yeh's insanity effect leech into neighboring dominions too?

If R'lyeh had void spectres running around your area, they would cause insanity. Some items also do that. The various insanity commands may or may not do *something*, but they are not available to anyone normally.

"See the signs" does nothing for all practical purposes. As do most of the new insane Rl'yeh commands.
Insanity should only come from within Rl'yeh's dominion. 19% is higher than I'd expect from 1 turns exposure too. Are you sure he hadn't been in Rl'yeh dominion before?
Be warned that the nonsense insane orders cancel stealth. You can't "see the signs" and hide at the same time, so your ninja will fight the province defenders next turn. I don't think the AI sees this as a declaration of war, though.

I think it's too early into the game for Void Spectres, but do insane commanders only do the nonsense commands while insane now, or do they still sometimes do comparatively normal stuff like patrol or research when you don't want them to?

Insane commanders may or may not do what you want them to do. If they get a fit, they will change orders randomly in the middle of things and can therefore screw up your army and plans quite royally, or they may do exactly as they are told. You never know.

Some of the random things they do include patrol and research.
Unfortunately, only Rl'yeh's own commander seem to prophetize themselves.
The most annoying thing to me, is that the crazy orders persist. So once you've got a few crazy commanders, you have to check them all to make sure they're not still "ftaghn"ing.
From a micromanagement perspective, it would be much nicer if a commander returning to sanity and willing to take orders again was reset to defend.

Yeah, luckily everyone in Rl'yeh is bat**** nuts too, so it doesnt seem that strange that a single ninja wearing a pink feather boa and a cowboy hat would attack a small army, happens every week you know they call it "eat a ninja day", it replaces thursday in the Rl yeh calender.

I know it probably doesn't matter, but is there a list of insane nonsense commands that I can look at just for the fun of it?
