If a sacred unitīs upkeep itīs half as it would be if not sacred.
What if I Equip my expensive, non-sacred mage with a shroud of the battlesaint (or whatever is called the tunic that gives the blessed state to a commander) to him?
would I have to pay half upkeep then?

If a unit is sacred, it is taxed at half upkeep.
A shroud makes your unit blessed, not sacred (unless you put the shroud on your pretender, then it does neither -- it's just some pretty lame armour).
Being blessed has no effect on taxes. So you'll still pay full upkeep.

I'm not sure if "blessed" counts as "sacred" for the purpose of halving the upkeep... It should be easy to test, but I don't have access to Dominions here in the army.

I use shrouds very often and it works like vfb said. It doesn't effect the upkeep, thats approved http://forum.shrapnelgames.com/images/smilies/happy.gif.
