Question:

Units - Level Bomber - should fly above 10000 metres (200 hexes)? Or not?

They just fly "High" - high enough to not be botheed by MANPADS and light AA.

Highly fly are how many? 6000 metres, 4000 metres, 8000 metres? The plane how much highly should fly to be Level Bobmer?

Marek answered you. "Level Bombers" fly high enough to be out of range of MANPADS and light AA. It's that simple.

The answer to this question is that basically there is no set altitude requirement. If you note in various OOBs there are fighter-bomber aircraft in this category. The assumption here is that the aircraft is not providing close air support per say, but rather striking a position, bombing from a level position as per the definition. The big difference in the classes is really that bombers are not troubled by certain AAA weapons in game and do not "aim" at targets on the ground.

If you feel in your OOB work that this tactic is not a common one then you might feel obliged to restrict it. An example of how I applied it in my own work was to create a "Panicked Air Strike" formation which included "level bomber" versions of most of the South Vietnamese inventory to represent a late war fear of MANPADS and other light AAA that led to inexperienced pilots dropping their ordnance at high level with relative inaccuracy because they weren't flying low enough to aim it at anything in particular. Its very much up to your design philosophy.
