Rain, does it work?

I have a very vague memory of Rain spell not working properly. Its not on the bug list (well the icon is) and I did not find it on the bug fix list.

When I cast rain and I don't see much diffrence.

Anyone know, does rain work as stated? (ie) Double fatigue from fire spells.

It works, but you don't see any changes if you just look at the unit stats. And if it's already raining, you don't even cast it, since it's exactly the same effect. Here's the link to the old discussion:
